Maureen Pettis- ILAB
Maureen began working at the U.S. Department of Labor in 1987 at the Bureau of Labor Statistics, BLS, and transferred to the Bureau of International Labor Affairs, ILAB, in 1992.
Maureen has a BA in History and a BS in Art Education from the University of New Hampshire, and an MA in International Economics from the Paul Nitze School of Advanced International Studies of the Johns Hopkins University.
She has been a member of Local 12 since 1987. Previous union membership includes the American Federation of Teachers, AFT, and the National Education Association, NEA. She has worked with the Local 12 as a union representative on the Board of the Department of Labor Child Development Center and as an elected Board Member, focusing on fundraising and the child care subsidies for the Center.
Maureen’s two daughters, Alicia and Julia, currently in college, attended the DOL Child Development Center. Husband Andy Pettis - retired after 38 years of federal service - was an active member of Local 12, serving as an elected member to a number of Local 12 executive board positions.

Jeff Wheeler- ILAB
Jeff Wheeler has worked directly for ILAB since 2009 and worked for an ILAB-funded project in 2002-04 and in cooperation with DOL on NAFTA issues from 1995-2001.
He obtained his law degree from the University of Virginia in 1989 and worked for a law firm in Chicago representing unions and for the AFL-CIO in Atlanta as a union organizer, attorney and activist. He served as senior counsel to the NLRB Board members and, during that time, obtained a grant from the Swedish government to study employee involvement through co-determination in Sweden. While in Southern Africa, he ran an ILO project with programs on "organizing unions for growth and power." Afterwards, he consulted for the UN, the ILO, NGO’s, and USAID funded projects, before joining ILAB.
His five-year old son Philip is an avid baseball fan and speaks Chinese, attending a Chinese-emersion school, with skills enhanced by his mother Bei’s artful fluency.
