CEP Information

Hi All,

 I’ve been receiving a voluminous number of e-mails questioning the status of the CEP process.  It would take an entire week for me to answer all of the inquiries individually.  I can’t do that.  However, I can give you all a general update.

 

No selections have been made as of yet.  Neither have I been given a timetable as to when any selections might be made.   My lasts communication re CEP from management was on 10/16.  It is attached.

 

Because of OPM’s involvement (that Local 12 contested) the entire CEP process has become extremely convoluted.  I will keep you abreast of any new developments in the process.  Most importantly, as soon as selections are made, you will be notified.

Hi All,

Local 12 needs to create a list-serve of all of the CEP applicants so that we do not have to communicate with all of our members about CEP matters.  Therefore, we are requesting that each CEP applicant send her/his e-mail address and telephone number to Megan Guerriero (@ guerriero.megan@dol.gov) of the Local 12 Office.  Megan then will be able to create the means for us to communicate solely with the CEP applicants.

Please do this by COB tomorrow.  We are attempting to set up a CEP informational meeting for next week.

All,

Local 12 met with management today to discuss the status of the CEP.  As you may be aware, several applicants incorrectly stated that they had not received a “fully successful” rating of record because DOL does not use this terminology.  Instead, at DOL fully successful performance is designated as “effective.”  Therefore, those persons who stated that they had not received a “fully successful” rating of record and were thereby excluded the application process were given a redo opportunity.   Necessarily, this has caused some delay in the processing of applications.

As it stands now, DOL anticipates that it will receive the certificates of eligibles by the end of August.  Given that OPM meets this expected timeframe, the interview process will likely commence by mid-September. 

If you have not been found eligible for any of the positions for which you have applied, you will be notified of this by management.  Any challenge to a finding of ineligibility by OPM should be brought to the attention of Local 12.  Again, like you, Local 12 will have no knowledge of who has or has not been found eligible for the various vacancies until the certificates of eligibles are made available to the union (hopefully) in early September.

Hi All,

This is to let you know two things about the CEP:

  1. Local 12 has discussed with management the fact that the list of CEP positions does not include any descriptions of the positions.  Management has agreed to work on this omission and to supply information as to the duties of the listed positions.  We were told that we would hear back from management on this matter today, but as yet, we have not.  Stay tuned!

  2. Local 12 emphasizes that you are allotted a “reasonable “ amount of duty time to prepare your CEP application packet.  Please be mindful to coordinate your usage of such time with your supervisor.

Hi All,

 

As some of you may already know, the Career Enhancement Program is up and running!   Local 12 was just notified today that the position announcements were posted yesterday.  We have no idea as to why management failed to give Local 12 advance notice that the announcements were about to be posted.  We’ll address this issue at a later date. 

 

The CEP announcements will remain open until June 20th.   Please make sure your application is timely.

 

We will be making additional announcements regarding  the CEP.  Until then you can find additional information at   CEP@dol.gov  and also at  CEP LaborNet page.

I know we’ve had ongoing discussions regarding the status of the Career Enhancement Program.  The vacancy announcement(s) opened yesterday, June 6, 2016, and will be open for two weeks, until Monday, June 20, 2016.
